Do I have to accept the Talent Terms of Service just to have a profile?

You accept the terms explicitly when you claim your profile, so you will always know exactly what you are agreeing to and when. Accepting commits you to nothing beyond that: there is no cost to having a profile and no obligation to take on work. The agreement only becomes operative once you have an active engagement.
